In,Black in this case,any pokemon game is there a limit to beat the Elite 4 and be in the Hall of Fame?

You can enter the Hall of Fame any number of times in every generation, but the games only store a given number of records.

Generation I: 50 most recent records. Note each Pokemon counts as a record in these games.
Generation II: 30 most recent records. Again, each Pokemon counts as its own record.
Generation III: 50 most recent records. Records are now stored by team instead of by Pokemon.
Generation IV: 30 most recent records.
Generations V and VI: 15 most recent records, plus the first time the player entered the Hall of Fame.
Generation VII: The most recent record and the first clear.
Generation VIII: The title screen displays the player's Hall of Fame team, which is overwritten every time the player completes a Champion tournament.
Generation IX: No team records are stored.

You don't have to.
If you mean records kept on the PC computer for records of your Hall of Fame, there may be a limit as to how many it can keep.
I have beaten the Elite Four on my Emerald about 400 times, but if I look at my previous logs for Hall of Fame, it only goes up to like 350 or something, so it won't record back to your first win.

As to total amount of Hall of Fame records kept, I am sure it goes to 999, but you will of course be able to continue to fight them even reaching the limit.
