How do I get the kanto radio on HG?

Its annoying and I need it to get rid of the snorlax in front of the cave!

You go the the big tower in lavender town and talk to every one(or maybe a sign). Then you will upgrade your radio. Next you go to the pokegear and you will find the radio, bring it to the top and you will wake him up. He is found at level 50. Also fix the problem at the power plant.
