how can I get feebas in platimun?

it doesn't make any since,people say in order to get to survival area in Platinum I will need the national pokedex.But, you get a super rod after I get to survival area and in order to get feebas, i need a super rod.

Its in four random spots everyday so you need luck to fish up a Feebas.You can find Feebas in Mt. Coronet in pokemon Platinum.
