Does Heal Block stop use of Full Restores, Potins, etc.?

Question

If my Giratina uses Heal Block on Cynthia's Garchomp, and I get it to red health, can Cynthia us a Full Restore?

Heal Block only affects self-healing moves such as Roost, Recover etc. It does not affect the use of Potions or any other healing items.
