Why isn't a swarm or mass out break in Pokemon emerald?

I can't find a swarm and I watch the tv every day

I'm not positive this is your answer but sometimes when the internal battery starts to run dry, time-based events no longer work.

This happened for both my Ruby and my Emerald.

You need to mix records with Ruby and Sapphire for swarms.
