[1]You can catch one at the Trophy Garden by talking to Mr.Backlot after getting your Pokedex upgraded to the National Dex,but it's still rare.
[2]After getting your Pokedex upgraded to the National Dex go to Bebe's lab,located next to the Pokemon Center,talk to her then you will get an Eevee at level 5.
