How to get the TM on the side of eterna gym?

Question

Near the eterna gym there is a pokeball(item) surrounded by green trees(it couldnt be cut) so how can I get that item?

Between the gym and the tree, there is a way one step above the gym, and it can't be seen. just walk north along the left wall of the gym and turn right until you found it.
