If they have Sturdy or a Focus Sash then no. Otherwise it depends on the attack of the opponent. For example if a Chimchar with 1 Atk and used Scratch on a Pokemon with 0 Def then it wouldnt do that much damage. But if a Infernape with 300+ Atk used Close Combat on a pokemon with 0 Def then yes OHKO.
