In pokemon ranger, it says multiple times that ranger's don't catch pokemon. They help them and use them to help you but they release the pokemon afterwards. You can only have one partner which is the one you get in the beginning, just in case your urgent for its help. Notice that they don't even use pokeballs. Just like in a zoo, they keep animals for a short while then release them, but don't put them in cages.
