What is frost breath and storm throws power?

Question

both the moves always hit a critical, so does the power vary every time?

The base power of both is 40 and the base power will not increase nor decrease without added boosts so effectivly the base power is about 80.
But damage calculation is confusing and lets say you used storm throw on bidoof from any pokemon you could end up having the calculation asnswer as 104-147%.
But its not worth using when there are moves like ice beam.
