A question about Solarbeam + weather?

If a ninetales w/drought uses solarbeam, and the foe switches in a tyrantitar w/sand stream, will solarbeam have to charge because of the sand that has just started, or will it skip the charge turn and hit tyranitar? Or if it was an Abomasnow instead of a Tyranitar, would Solarbeam's Power be halved as well as having to charge?

1. Tyranitar's Sand Stream will activate, causing SolarBeam to charge.
2. Abomasnow will cause SolarBeam to charge and power to be halved.
