Where is solarbeam on on pokemon white?

You find solar beam in Pinwheel Forest. It is in a secret sort of passage way on the right side of the main road.

The SolarBeam TM is indeed inside of Pinwheel Forest, but the pathway to reach the TM is only opened after you win the Quake Badge from the Driftveil City Gym. You'll want to look for a narrow opening in the white picket fence on the right side as you go through Pinwheel Forest's walkway, and that leads to a pathway with SolarBeam on the ground.
