Can you get a Manaphy from Phione in B/W ?

Question

I've believe I saw this question answered before, but I can't seem to find it. Is there a method to breeding a Phione so that you eventually hatch a Manaphy?

1.)You can trade for manaphy or Poketransfer it up if you have it on Gen 4 games.
2.)You breed Manaphy to get Phione not the other way around.

You can't get it without an event. The event was in Pokemon ranger but isn't happening anymore. So no you can't get it.
