No, in no generation of LC does Misdreaveus have the highest base stat total.

In generation 9, Misdreaveus does not have the highest BST of any Pokémon legal in LC. This title belongs to Munchlax, with a BST of 390.

In generation 8, Misdreaveus does not have the highest BST of any Pokémon legal in LC. This title belongs to Ponyta and it’s Galarian Form, with a BST of 410.

In generation 3, 5, 6, and 7, Misdreaveus does not have the highest BST of any Pokémon legal in LC. This title belongs to Ponyta, with a BST of 410.

In generation 4, Misdreaveus does not have the highest BST of any Pokémon legal in LC. This title belongs to Gligar, with a BST of 430.

Type: Null is not legal in LC.
it is in gen 5 LC, according to the teambuilder
You may want to be more judicious with the information you put forward. Type: Null has never been legal in any generation of Little Cup, and *especially* not one that existed two generations prior to its introduction.
Sorry I meant 7.

What does that tell you
It tells me you're taking information at face value without knowing enough about the format. That page is mistaken. See https://www.smogon.com/dex/sm/pokemon/type-null/ or feel free to try to use Type: Null in an LC match yourself.
Are you looking at a list of all unevolved Pokémon? Although Type: Null is at the bottom of its evolution line, it's not possible to legitimately obtain one that's Lv. 5, which is a requirement in LC.
So now you’re telling me to not trust showdown unless I’m an absolute expert on the subject? How was I supposed to know that showdown is wrong and even though type: null is literally legal in Gen 7 LC, you can’t use it because it needs to be level 40, which you obviously can’t  use in LC?
I was not looking at a list of all unevolved Pokémon. I didn’t even see that comment when I wrote the other one. I was on the showdown teambuilder. The team was in the gen 7 LC format. I sorted the add Pokémon thing by bst. The one at the top was darn type: null! I don’t need to do all the testing before I write an answer if I get it from a valid source that everyone trusts, do I?
From what I can tell, the way the Showdown teambuilder works is that it's including every Pokémon that would qualify as unevolved, then marking Pokémon as "Illegal" if they were banned for balance reasons, and since the problem isn't that Type: Null is specifically banned from the tier but that it just happens to have very limited acquisition methods in-game which happen to make it impossible to obtain legitimately without also violating LC rules, it isn't technically excluded. It WOULD be a valid Pokémon if they added a game where you could get one at Lv. 5 or under, although at that point they'd probably actually add it to the ban list for being unbalanced.
Showdown's builder doesn't include Type: Null in the list for Gen 8 LC and calls it illegal when you search it in that context, even though all the same limitations apply to its availability in Gen 8 as to Gen 7. So yeah looks like it's inconsistent. Not really your fault.

The main way you could've averted this is from being generally aware of the level 5 technicality in LC, and being suss that Type: Null (a gift/event legendary) truly would get past. Smogon actually points it out specifically here https://www.smogon.com/dex/sv/formats/lc/
