If a Pokemon with Regenerator uses U-Turn and is the last Pokemon does it gain HP?

No, since you do not technically switch out upon use on U-Turn, you do not gain the HP. The same applies to other switching moves of it's kind, such as Baton Pass or Volt Switch.
