Pokéwalker wild Pokémon problem?

I recently took my Skarmory(around LV 28) for a walk in the Pokéwalker. I took it to a place that was described as having wild Pokémon that cannot be found in Kanto or Johto. I can't remember the name. I keep using the radar for wild Pokémon in the Pokéwalker, but all I have encountered is Magikarp. I have used the radar about 10 times, and I still only encounter Magikarp. Do I need more watts or something? Why haven't I encountered rarer Pokémon? I have the National Pokédex.

The solution here is to have more steps.

Rarer Pokemon will appear when you take more steps, especially when you hit 10000+ steps.
