Glitch Pokemon Cry Question?

Everyone knows that a Glitch Pokemon copies a Bulbasaur's cry.But why Bulbasaur it's not because Game Freak made it that way because they never intended for it to be there.Why not have there own cry?Oh and what would there number be considering they're not supposed to be in the Pokedex.

As for the cry its just how the glitch goes, and Glitched Pokemon are the same number as their species if its not any species in the pokedex it doesnt have a number.
