Why is Bulbasuar #1 in the pokedex?

I know Rydon is the first Pokemon ever made,so why is Bulbasuar first in the Pokedex?

Because all the grass starters are first in their regional pokedex .bulbasaur is first to its regional pokedex ,too.But it was the first gen of Pokemon so ,it listed first to national pokedex !
there is no a specific reason why it is first .the only reason is all that I have written .:-)

this is true for all regions except for unova. (victini is first, but snivy is stil #001
