On a question, it gave me the option to hide a question that's not mines!

I was gonna flag a question and it gave me the option to "Flag and Hide". Is this normal?

This is because you have the ability to flag and the the question already had 4 flags. Posts are hidden at 5 flags so the 'flag and hide' option comes up to users who can flag when the question already has 4 flags.
