It is supposed to be questions that are supposed to be interesting, new and popular. It shows questions based on a number of factors including age, votes, views and answers.
Unfortunately I haven't been able to find a decent combination of those factors. If views are given too much priority then only the oldest questions which have more views show up. I just played around with it a little so it should be slightly better now.
