From the look of it, you are right. Each section is ordered from newest to oldest, i.e. Ninja is the newest member that is an Editor while DarthDestiny has been around for much longer.
Without delving deep into the Q2A code I don't know if it's specifically ordered like that but often it is just the order that the database happens to return.
