Come on, it's like an invitation to spam upvotes..What's the utility of it?

Agreed.  Its sorta useless.

It should be an invitation to check those questions and see if there are any that can be improved. Usually questions are there for one of two reasons:

  1. The answers aren't any good.
  2. Someone posted a good answer but no one really looked at the question.

For #1, it's an invitation to write a better answer than the ones already there. Or, for the people that can edit, update an answer to make it better.

For #2, you should upvote an answer. (In my opinion it's weird to see a question that's marked as best answer but with no upvotes.)
