If an (only) answer is downvoted, does the question still appear in No Upvoted Answer section of the Unaswered section?

Quick question that bothered me: Do downvotes on the answer remove the question from "No Upvoted Answer"?

That is to say, does the site treat Upvotes/Downvotes as the same?

I tried doing this to an answer, and it remained on the "no upvoted answers" list.
