How to delete a question?

Let's say I ask a dumb question like, "Is rattata awesome?" Can I delete it and will the points by down votes be removed?

The best you can do is hide the question, which prevents normal users and visitors from viewing it (you and moderators can still see it). You can't delete a question, only Pokemaster can do that. Hiding a post does not clear the points gained or lost, so no, you would still lose points from it unless Pokemaster deletes it.
