It can be useful, especially if you are trying to see if a user that you reported was rightfully banned, or if you are trying to talk to someone. Just so that way you know.

can't you just see if a moderator posted on "why were you banned"?
also, mods can see users who are blocked. it'll say "blocked user" or something like that. I think it's purposely like that so you don't see who is banned.

Yep. But the mod would have to fill in the time the guy is unlocked since mods have to manually unban someone
I'm saying there wouldn't be a time, it would just say "This account has been locked" or "This account has been banned" etc
