I made a site using a database I collected back in the Ruby/Sapphire days and it has a page for location-training points values: http://www.imarvintpa.com/pokemon/LocStat2Index.htm

It looked like this:
Fiery Path
Method HP Atk Def S Atk S Def Spd
Walking(Ruby) 2 15 61 40 0 0
Walking(Saphire) 25 15 38 40 0 0

Blue highlighted rows were pure and Yellow rows were doubles. It was based off of 100 encounters of a perfect randomness.

Hmm, I don't really get it. What is the use of the tables?

If you want good EV-training locations we have some questions on Pokebase for that. Now that I think about it I don't think we have Gen 3 covered so feel free to ask a question for that if you need it.

It is also for a measure of how good or bad places are and a completist + database results in comprehensive lists.  The chart shows how many EVs you'd earn on average per 100 battles with wild pokemon.
