Most likely it's due to certain tags being removed - certain common words like and are removed in tags as they are useless. In the past, if you asked a question with just those tags the question went through okay but it removed all tags. Now it removes the tags first and comes back with an error if they were all removed.
It could also be the tags were fine at the time but removed later on.
