Add a warning to the RMT submission page about the rules

Question

There is a message that appears at the top of the site for new users, asking them to read the rules first. Unfortunately, that message seems very ineffective for the RMT section, where rule-breaking submissions make up a majority.

My suggestion is that we do something like this:

So then I can rest easy in the knowledge that when I close lucariofan4586's Red Rollicking Radical Rambunctious v1.395894 dream team, that was not my fault.

I know this can be done because a box like this exists on Meta.
