I think the bar for "notable" is too high for him sadly. I don't know specifically what qualifies a character for notable, but it seems like it's exclusively big names. Like gym leaders and Elite Four members. And I mean, I like Guzma too, but his notability is mostly exclusive to the story iirc.

He does use high level Pokemon in his boss fights. I think the site admin just forgot to include him.

Yeah someone only being notable because of the story is a bad definition of "notable," are the gym leaders are E4 also not exclusively notable because of the story? As with what sumwun said, pretty sure PM just forgot to add him, as other team leaders like Colress are there.
