If a moveset post has something for EVs that say: special attack and speed, does that moveset stay.

Are other users allowed to flag movesets that don't have items, abilities, natures, and EVs?

I saw that post. Also, I think there are some moveset threads that have movesets posted as comments instead of answers. Is there anything we should do about those?

I noticed that some Roserade movesets are being flagged. Is it because they don't fit the current criteria? If someone else finds something that doesn't fit the moveset criteria, does it need to be flagged?
