PM needs to take the GDPR into account because even if he doesn't live in the EU, the site still has the potential to collect data from people in the EU. The GDPR applies to nearly *every* site that collects data from users in the EU, so it's very important that the DB listens to it. Typically the only personal info requested is your email though, which you give consent for PM to have when you sign up for the site (so that guy's point is still invalid) :P
