OMFG THIS TEAM SUCKS SO BAD!! DID YOU JUST GET INTO COMPETITIVE!??! YOU'RE SUCH AN IDIOT!
Jk Jk Jk. I really have no experience. Although it seems fine, but meh, what do I know?
4 of these pokemon are NU and 2 are UU.
snow cloak is banned in competetive as well xD
Did you NOT see the beginning and end? It's my first Hail, and these are homemade sets. You know I SUCK at making sets. Remember my first UU team?
Besides, I really don't know EVERY SINGLE RULE. A Hail team is a Hail team, a sucky one or not. Is there anything wrong with trying my best at a team, Gligurr? I just felt like I would try to make a decent weather team before I might get tutored to be a weather master. If you think it's so bad, why don't YOU answer it?
Hail teams are not mono-ice teams. By monotype standards it might not be too bad but in OU or UU or whatever I can't see this team doing so well, because it is mono-ice.
I feel like it would do better as a mono-ice, so, I changed it. :D
Articono can learn mind reader and sheer cold. teach it those moves and you can one hit KO a pokemon garenti unless it has sturdy
Do note, I was going to do that, but I wanted a staller/supporter.
I have a weird Froslass set that goes like this:

Frostitute (Froslass) (F) @ Leftovers
Trait: Cursed Body
EVs: 240 HP / 16 SAtk / 252 Spd
Timid Nature (+Spd, -Atk)
*- Destiny Bond
- Substitute
- Pain Split
- Blizzard*

Destiny bond is self-explanatory, Sub blocks status, Pain split is for slight recovery, and blizzard prevents it from being taunt bait.

Yes,and excuse the name.(I thought it was hilarious when I first nicknamed it)
I think you should give it a try,it's unexpectedly good, albeit situational. Nice Ice team!

So your team is decent (meaning you used good Pokémon), but what it lacks is variety.

So to start out, this team will be crushed by Fire, Rock, or Steel types. Because of this, you need a Water type like Lapras or Cloyster.

Lapras:

Lapras @ Assault Vest
Ability: Water Absorb
EVs: 252 SAtk / 252 HP / 4 SDef
Modest Nature
- Blizzard
- Thunderbolt
- Psychic
- Surf

Obviously this is just a set I like, and you can change it around if you want.

Cloyster:

Cloyster @ White Herb
Ability: Skill Link
EVs: 252 Spd / 252 Atk / 4 HP
Adamant Nature
- Shell Smash
- Icicle Spear
- Rock Blast
- Razor Shell

Cloyster is an amazing sweeper, requiring only 1 turn to set up a Shell Smash before becoming practically unstoppable.

So that solves the Fire and Steel problems, but what about Rock types? Glad you asked. Use Mamoswine.

Mamoswine @ Choice Band
EVs: 252 HP / 252 Atk / 4 Spd
Ability: Thick Fat/Snow Cloak
Adamant Nature
- Ice Shard
- Stone Edge
- Earthquake
- Icicle Crash

So switch out what you want, but you definitely will want Water and Ground types on your team

Now I guess I'll rate the individual members.

Abomasnow
This might be one of the Pokémon you want to get rid of. Honestly, its only use is Snow Warning, and you can use Hail just as easily.

Froslass
Froslass would probably be a better lead than Abomasnow, being able to set up Hail and Spikes before fainting. I'm assuming Blizzard is for Taunts.

Glaceon
Nice special sweeper. If you want, you can make it fast by giving it a Timid nature, Speed EVs and a Choice Scarf.

Cryogonal
Really, Cryogonal's only use is to spin out Stealth Rocks. Keep it if you want, though, since it's kind of vital to be able to do that. If I were you, I'd replace it with a Pokémon that I suggested and put defog on Articuno (thank heaven for Roost).

Articuno
If you can (i.e. if this is Showdown and you can choose the Natures), give it a Timid nature and train it this way: 252 HP / 252 Spd / 4 Def. This makes it fast, yet tanky. And switch Substitute for Defog.

Rotom - F
Great special wall. Since it's not trained physically, give it Will-O-Wisp instead of either Substitute or Blizzard.

So overall, not bad, especially for a noob! :P
If you have any questions, please ask them.

Hope I helped!

You could also give Articuno the Mind Reader/Sheer Cold combo, but it's too predictable and uses up two too many moveslots.
