BRELOOM > WHIMSICOTT
Hello ! Breloom is the most effective staller in the world ! The set I'll give you is very effective, but any quicker pstchic (Mew, Alakazam) or what else (Moltres, Togekiss) will beat it. Landorus with HP Flying is effective on it. Entertainment Durant, or anything else that modify item, ability or a ghost, or quicker than it using super effective non resisted moves will beat it.
Breloom @ Toxic Orb:

Jolly nature
- Leech Seed
- Focus Punch
- Substitute
- Spore
That is how it works: Spore will oblige foes to sleep, providing the time to switch or to place a Substitute when they sleep or if they switch. After substitute you Leech Seed them, absorbing their life and so per turn you have gained 25 % of your HP. If you want to kill quickly a foe, you Focus Punch it, and under the substitute, guaranteed to work.
SCRAFTY OR WHIMSICOTT > HEATRAN
Now you can place Whimsicott: I meant that Breloom should be your lead. If you love it som much, go with Whimsicott. If not, then you have other options, as:

Trait: Shed skin
EVs: 252 HP / 128 defense / 128 special defense
Impish / Careful nature
- Rest
- Toxic
- Protect
- Crunch
OK, that is how it works: Rest heals you up, and Lum Berry woke you up, Shed Skin does so. Toxic is annoying and Excellent for stallers, and Scrafty could be your way against Alakazam that will Psyshock your Breloom, as far as you only have Blissey to resist this.
Crunch is a good STAB, and Protect will activate the "annoyance" that Toxic represents.
BLISSEY AND GLISCOR, KEEP THEM
Blissey is your special wall, and Gliscor your physical. Both are good, and whenever you face this Infernape that will Close Combat Blissey, switch into Gliscor. If this Landorus have HP [ICE] and will kill Gliscor, turn of Blissey to protect you.
ROTOM WASH > TENTACRUEL
You want to switch Tentacruel ? Here is who will be the replacement: Rotom Wash !
It has bulk to resist what else, and can be dangerous.

Bold / Calm / Timid nature

- Hydro Pump / Electro ball
OK, Trick is the first move you use, and you paralyze things like Dugtrio / Espeon, and burn walls, for which a scarf is useless. Hydro Pump is STAB, while if you paralyze foes, Electro Ball is for the situation.
TOGEKISS
Here also, good choice, but this one will maybe be stronger.

Air slash is somewhat guaranteed to flinch if you are quicker, Substitute is useful, Nasty plot is a boosting form for it and Baton Pass, um, you give a substitute + Nasty plot.
