I use the same set on my rotom wash, but I like this EV spread better: 252 hp/ 200 sp def/ 56 sp att.
Also, on Jirachi go with: 252 hp/ 100 att/ 156 sp def
This will allow him to kill people faster when para-flinching.

That is incredibly stupid. I dont know if you are being serious or not... but still. Breloom's attack stat is 130 vs a special attack of 60. Seed Bomb is in every way better thant SolarBeam. Especially since it takes two turns to charge. Here is the damage calculation for yourself (against Gastrodon and Terrakion for example:)

Gastrodon (OU Defensive)    Seed Bomb    166.19 - 195.3%        SolarBeam          62.91 - 76.05%
Terrakion (OU Choice Band)    Seed Bomb    96.91 - 114.81%      SolarBeam     51.85 - 61.72%
