cool! first time i have seen a TCG deck here! however, back in the days when i played cards, my strategy just to tank with dusparce and sweep with torterra so i can't really say anything. anyway +1
except for one thing. more energies that 15 isn't really needed. adding more trainers and less energies and poké will help you to get exactly the cards you want instead of relying on luck. i would also use poke-communication> poke ball and
well, i have some more stuff too xD you should take some potions and hypnotoxics/ energies  away and put in 2X  elms´training and 2X poke collector. bill is also very useful, so him> some energies or something. i mean, if you are playing in unlimited format. I'm not exactly expert at modified format
Dr., if I can be honest, while you're suggests are good, they're a little outdated. The current rotation doesn't allow some of the cards that you've suggested (although they were great staple cards, don't get me wrong). I'll get around to answering this eventually. Okay? Awesome. :P
Yeah, i said that  in the last comment. I had suggestions for unlimited format where you can use all kind of cards
 :D, but as i dont play TCG anymore i dont know which cards is in tournament rules using modified format. But im going to upvote that answer anyway as it looks like you know a bit more about that

Okay, this is going to be an ongoing draft. I'll leave my signature when it's fully completed.

First of all, lets look at what can be improved in the deck so far.
Some general advice is:

Build with a purpose. Don't build a deck just to have a deck. Make the deck have some strategy. And no, attacking isn't an acceptable strategy, no matter how OP you believe the deck is.

Second of all, try and avoid having 1 of any pokemon, especially a pokemon you're relying on. Having a single pokemon that you're relying on is very risky, especially if you have no items to remove pokemon from the discard pile. The same goes for trainers/energy.

Third of all, you're going to be using more "staple cards then less popular cards.
Staple cards are cards that are commonly used in almost every deck, and are popular and valuable for a reason. These cards are fairly common to find, but fetch a slightly higher price than cards that aren't competitively useful. This is why Pokemon Communicator > Pokeball. There is less risk, and a great way to recycle cards that you don't need for later, rather then wasting a spot in your deck. There is only 60 cards in a deck, so you can't afford to waste any spaces.

A great saying that was once given to me:
"Typically use 20-26 pokemon, 20-26 Trainers, and make the rest energy"
Now this isn't exactly sound, set-in-concrete accurate and true, it is a good goal to aim for. Lets just say you're using 26 Pokemon and 26 Trainers, that's 52 cards, leaving 8 energy. Very rarely will you use 26 pokemon, and if you are, you're probably in a bit of trouble. You're going to want your energy numbers in the mid-teens, your pokemon in the upper teens/lower twenties, and trainers in the lower twenties. It almost always fits for a good deck. Setting the balance off isn't good.

I hope this so far makes sense to you. If not, comment and I'll explain further using more simple terms.

Next, your deck.

Firstly, I don't see any viable strategy in place currently. In an ideal world, I can pull off 3 Stage Two lines. However, in our world, you're usually going to stick to just one. Two if you're skilled enough, and believe me, it does take a bit of skill to balance it out and to be able to preform.
