Maybe it'd be better if you furnish an explanation of those EV spreads (well, those that aren't 252/252/4) and the synergy of your team first.

i'll comment on the abilities/moves/basics instead:
1. Why run Smack Down on TTar? The only reasons I'd see you're using it is due to its perfect accuracy over Rock Slide's area of effect or Stone Edge's power. Unless you want to earthquake something that's flying or levitating with your Garchomp... KO'ing TTar in the process.
2. You have no fire attacks. You may consider a mixed TTar instead and have Fire Blast + Ice Beam instead of Dragon Dance + Smackdown.
3. You don't seem to have an answer to Mega Kangaskhan. (Before you say Superpower on Malamar, it only does 64% to a standard Mega Kanga spread at +0 attack, whereas it'll be 2HKO'd by Fake Out plus Return. Malamar is slower than Mega Kangaskhan. Scald is also not a guaranteed burn.)
4. You should take into account opposing Scarfed Garchomp, since it can 2HKO your Garchomp and Gardevoir. You can scare it off by putting in Vaporeon as lead.
5. I think Magic Coat is a Gen 5 move tutor move, if so, you can't have it on Gardevoir.
Probably an obvious answer to this question, but why not not sandstream for t-tar?
I would love to see a Explanation on those EVs please?
