Alright, I decided to make a rain team for the funs and I actually believe this team has potential. Please rate honestly and any opinions/ comments are very helpful.

Politoed @Damp Rock / Ability: Drizzle / Nature: Bold / EV: 252 SATK 252 Def 4 Spd

Moveset:

Scald
Toxic
Protect
Ice Beam

Politoed, defensive wall and the rain set up for my team. This politoed can take hits and can deal decent damage overall with scald burn and pesky grass types with Ice Beam. Overall, this Politoed is an aspect to my team. I honestly chose Damp Rock > Choice Specs for the longer rain.

Goodra @Assualt Vest Nature: Calm / Ability: Hydration / EV: 252 SpD, 186 HP, Rest in SATK

Moveset:
Sludge Bomb
Dragon Pulse
Thunder
Available

This Goodra can take many many hits. If I can sense a T-Wave or a status inducing move I can switch into Goodra while there is rain. Also, this Goodra can do great damage against other types, especially slow fairy types. Without the Assualt vest I would add Rest but I was recommened the Assualt vest for this better coverage and boosts.

Starmie @Life Orb / Ability: Natural Cure / Nature: Timid / EV: 252 SAtk, 252 SpD, 4 HP /

Moveset:
Surf
Rapid Spin
Thunder
Recover

This starmie is a great sweeper for late game with rain boost + life orb surf. I love this starmie because it outspeeds most Poke's and can do great damage. It is a vital portion of my team. Recover is used for low HP when I need to heal if up against weak pokemon. Rapid spin, obviously for stealth rocks, toxic spikes, and spikes that would be harmful against my team.

Kingdra @Lum Berry Nature: Adamant / Ability: Swift Swim / EV: 252 Spd, 252 Atk, 4 HP

Moveset:
Outrage
Iron Head
Dragon Dance
Waterfall

This Kingdra is amazing. I can set up a few DD against nuetral pokes and sweep the rest of the team. Lum Berry with Outrage lets me use a few of them without the confusion. Waterfall, a great move can be used against fire types and this Kingdra can outspeed everything. Iron head is for frail fairy types which I can easily take out.

Toxicroak @Black Sludge / Nature: Adamant / Ability: Dry Skin / EV: 252 Atk 252 Spd 4 HP

Moveset:
Swords Dance
Sucker Punch
Brick Break
Poison Jab

I love Toxicroak! Great damage to pokemon and does epic damage! If I can set up 1 or 2 Swords Dance then teams will fall apart. I added Sucker Punch > X- Scissor because of priority and can use against that 4x psychic weakness. Overall this Toxicroak heals a lot with Rain + Black Sludge and can do wonders!

Gardevoir @Gardevoirite / Nature: Modest / Ability: Trace / EV: 252 SAtk, 252 Spd, 4 HP

Moveset:
Hyper Voice
Psychic
Calm Mind
Thunderbolt

Alright my mega evolution. I love this Gardevoir with Hyper Voice because it can do major damage. I also like it because I can switch into a dragon type move and while they are switching out I can use Calm Mind and get a free set up. T-bolt is for coverage and Psychic is for poison types. Great pokemon

Thank you so much for reading. Hopefully you have feedback and other comments~ Thank you~

You know that damp rock doesn't expand drizzle right?
Yes it does. It increases it by 2-3 turns.
Use Life orb on Toxicroak much better hitting capabilities and you'll regain any lost health with Dry skin

Politoed
Perfect, but I'd go for the full HP investment instead of SpA. Politoed has to stay alive to at least drizzle twice.

Goodra
This AV set is good and for the final moveslot I'd give it dragon tail, to phase out a threat.
But alternatively u can give it leftovers and run rest for the last slot, with hydration, cures your sleep.

Starmie
Hmmm, full SpD investment? What about max HP in case your opponent hits u physically? Starmie can't take a super effective physical hit anyway but after a neutral hit, u can recover the HP back or switch out and get rid of the threat and then starmie can late game sweep without a problem. And, oh, psyshock>thunder for stab.

Kingdra
Perfect

Toxicroak
Go for life orb instead of black sludge as dry skin already heals it due to rain. And if u wanna stay longer in the battle, give it drain punch for brick break. And Jolly>Adamant. You need all the speed u can get.

Gardevoir
Seriously? There are better megas and garde always get OHKOed by bullet punch which has become increasingly common due to fairy types. But your set is good, and to suggest something else I'd suggest,

Tornadus-I@leftovers
Trait: Prankster
EVs: 252SpA/252Spe/4HP
Timid/Modest nature
-Hurricane
-Rain dance
-Taunt
-Focus Blast

Hurricane for infinite accuracy in rain +STAB+chance to confuse.
Prankster rain dance in case Politoed dies.
Taunt to prevent hazards being set up. Taunt is fun to troll the opponent, and paired with prankster, it can't be outsped.
And focus blast for coverage as it hits all weaknesses super effectively excluding electric.

OR

U can run this to prevent your electric weakness as the rain encourages opponents to use thunder.

Thundurus-T @leftovers
Trait: Volt Absorb
EVs: 252SpA/252Spe/4HP
Timid nature.
-Volt Switch
-Thunder
-Rain dance
-Focus blast

This fulfils a slightly different role by setting up rain dance in case Politoed faints.
Volt switch to switch after rain dance.
Focus blast covers all it's weaknesses.
And thunder because HP ice does the same damage as focus blast to a ground type, and it gains STAB.

Hope I helped :)
PS: Megas aren't an essential in a team
