Swampert is abusing the Swift Swim Ability after its Mega Evolution. It can pretty much out-speed any Fire Type that is commonly used in OU. (If I had 252 Spe, I could outspeed Charizard)

Dragalge @ Assault Vest
Trait: Adaptability
Modest Nature
EVs: 252 Sp. Atk / 252 HP / 4 Sp. Def
-Dragon Pulse

It can take an Ice Beam from a lot of Water-Types, and can take a Rotom-W's HP Ice, as well as Manectric-M's and Zapdos's HP Ice.

Linoone @ Sitrus Berry

Rain Dance is there pretty much for no reason other than when Linoone is at low HP. Linoone is pretty frail with a weak 61 Def and Sp. Def, but can pretty much outspeed anything with 252 Spe EVs.

EVs: 252 Def / 252 HP / 4 Sp. Atk

Ludicolo takes advantage of its awesome Ability, Rain Dish. With Leftovers and Leech Seed up, it gets 24% of its HP up Every Turn!

Linoone is useless imo. You should replace it by Kingdra. It gets Swift Swim so it outspeeds almost the whole tier and some boosted slower pokemon like Scarf Magnezone or +2 Ampharos. Ludicolo should also use Swift Swim, that makes it very offensive. Use a bulkier EV spread for Politoed because you need it alive for it brings rain to your team. I recommend Ferrothorn > Gyarados for its awesome synergy in rain team, as well as ability to Thunder Wave like Gyarados and moreover, to set hazards up for easing a sweep.
Dragalge looks awesome, frankly, but I think an electric-type would be more functional to abuse rain. Maybe Thundurus.

(what I gave you is offensive rain; if you want to stay defensive, tell me so in order to get a proper rate. Offensive rain is the rain playstyle I see the most and probably the best, hence I recommend it.)
