Usually the Pokemon that starts off with either U-turn or Knock off, while also intimidating the opponent. Earthquake is his best STAB, but not so spammable in the beginning due to abundant Flying-types/Levitates/Grassy Surge and Hp Ice is for opposing Landorus and Garchomp/Dragonite, though it is maybe better to replace it with Stone Edge? Choice Scarf boosts its offensive viability.

To start off, don't tell me to remove the Muscle Band with a Life Orb, because I loathe recoil. The move-set is pretty straightforward. It has one of the best, if not the best, U-turn of the game. High Jump Kick is just too good to not include, though the misses are very painful. Poison Jab and Ice Beam are the best coverage moves it has. (I can't wait till it gets Knock Off and Ice Punch from Move Tutor! Though it would surprise me if it wasn't banned to Uber if that happens)

My defogger, which is mandatory in a Volt-turn team. Overall Scizor is quite good, possessing a very strong U-turn and Priority-Technician-Bullet Punch which is very handy against opposing Pheromosa. Roost is reliable recovery which greatly lengthens its durability.

Again, I don't want a Life Orb...This Pokemon is mainly for its fantastic ability, boosting all the Volt Switches and making it the best Volt Switcher in the game. Thunderbolt is for an electric STAB which can be spammed and Hp Ice is for the ground types. U-turn is for escaping ground types like Excadrill and also Tangrowth, but I thought maybe Dazzling Gleam is a better option?

Extremely useful for any Volt-turn team, defeating the team's main enemy Ferrothorn, while also dealing with Skarmory, Celesteela, Scizor and other pesky steel types, which is why I've included Thunderbolt and Hp Fire. Flash Cannon is reliable STAB, which hits quite hard. Choice Specs is mainly to OHKO Ferrothorn.

My team is extremely weak to fire types, which Rotom Wash handles quite well. It also synergies very well with Scizor. Hydro Pump is for a strong STAB, which hits exceptionally hard. Thunderbolt is reliable STAB and Hp ice is for the annoying Pokemon who have a double weakness to Ice. Maybe I should replace it with Hp Fire or Thunderbolt with Will-o-Wisp though...

I also thought of putting Assault-Vest-Magearna somewhere because it has great synergy with Landorus, while also possessing great move-set versatility and maybe Volt Switch-Zapdos as a defogger instead of Scizor? Their move-sets would be:

Landorus

Well I know that HP ice is great for Garchomps and Landorus but after checking in the damage cal, I realised that HP Ice is only a 2HKO to physically defensive Landorus since Jolly nature decreases your Spa. Dragonite has multicale and your team lacked a stealth rock to beat it. I would recommend replacing HP Ice for Stone Edge since it is also able to hit Mega Pinsir and Volcarona.

You can also replace silver powder with either black belt or expert belt.

Scizor

I don't recommend placing Defog on Scizor. And also, you spread should be a bulky one, and here's it. 248 HP / 116 Def / 128 SpD / 16 Spe. Replace Defog with Swords Dance to improve Scizors wall breaking abilities. And there you go, a bulky and offensive SD.

Magnezone

Replace the spread with 128 HP / 252 Spa / 128 Spe to out speed most steel types.

Rotom-W

Replace it with Greninja. It suits pretty well in this team due to speed control. Here's the set.

You said that Defog is important and you team is weak to fire types. Then I think Tapu Fini suits best on this team. She gets access to taunt which your team lacks to beat stall. And also access to Defog. Here's the set.

Taunt and Defog are very important here. Other than that, pretty standard.

Btw I never seen a team with so much U-Turns and Volt Switches. There should be a core of two Pokemon with U-Turn and Volt Switch each I Guess. But I don't think that that really matters.
