Ok so I know that V-create provides coverage to ice but the rest of Rayquaza’s move pool is physical so I’d ditch the V-create for a physical move, like Giga Impact or Dragon Rush. Second, on Arceus you should replace Calm Mind with Work Up since Arceus has physical and special moves. Next, make Landorus terrain form and give the IVs to attack. Also give it Earthquake. Finally, give ageslash Shadow Claw instead of Shadow Ball.
