I would give Scizor Swords Dance and Roost instead of Rain Dance and Superpower. Also, I don't really think having Rain Dance on your Pokémon is necessary because it can be easily countered by Tyranitar and other mon that can change the weather with their ability. It also wastes a moveslot when you can just switch into Pelliper. But that's just me.
Agreed, you need to revise your Scizor set. It's not very clear what it's for -- do you play it like a pivot to get Rain Dance up or something along those lines? 99% of the time you'd just be better off using Pelipper. Scizor isn't very threatening without something like Band or SD to give Bullet Punch some real power.
Focus Blast is the best option over Rain Dance on Ludicolo as it can hit Pokemon like Ferrothorn that otherwise block a sweep. (Though Ludicolo is a strange choice for OU itself, even with rain. Maybe use a defensive Pokemon that can take the SR burden off Swampert, or something that can break Water-type checks.)
It is really good but why do you have heat wave with the rain? Replace it with another rain setter like Politoed with of course drizzle.

So first of all, your Ludicolo has 29 HP EVs? What's up with that? Also, having Rain Dance on him isn't the greatest idea because he's far too frail to set up with his defenses being an awful 80/70/100 defenses. Actually, his SpD is not too bad but he still can't set up Rain Dance as he risks getting either OHKOd or getting set up on by a pokemon that sets up on your Rain Dance turn and then goes for a STAB priority move. The most prominent example of this is MImikyu, who can even go for Let's Snuggle Forever instead of Shadow Sneak (because of Disguise). Fizz suggested Focus Blast, which is a completely viable option, but I think HP Fire is better because of better accuracy and is 4x effective against Ferrothorn. Zapdos is better as a sort of fast tank, which is pretty rare, but you aren't utilizing his relatively amazing speed stat, so here's your new Zapdos

Zapdos @ Rocky Helmet
Ability: Static
Timid Nature
EVs: 252 Spe/248 HP/8 Def
- Thunder
- Roost
- U-Turn
- Hidden Power (Ground)

This set gets heavily countered by Electric types so just U-Turn out whenever you see one. Scizor seems very out of place to me (at least with his current moveset) and doesn't really fit in. Here's a moveset for Scizor I think would better fit on your team

Scizor @ Choice Band
Ability: Technician
Adamant Nature
EVs: 172 HP/252 Atk/84 Spe
- Bullet Punch
- Pursuit
- Superpower
- Bug Bite

So your Kingdra's IVs are a little bit confused 0 Atk and 31 SpA is the best possible IVs. Hidden Power Electric doesn't offer much coverage, make it Surf instead (I know you already have Hydro Pump but Surf is for better accuray.) Stealth Rocks is a waste of Rain turns on Swampert-Mega, so it's better to replace it with Stone Edge.

I think that's it, and not going to lie this team looks pretty interesting I might try it :)

Fire hidden power is weak when used in rain. Also, Zapdos can't learn hurricane...
Scizor should have either Roost or Defog.
