I've tried to make a good anti hazard support that can cripple attackers with Will-O-Wisp. Volt switch is there for a reliable switcing method that also damags opponets.

Designed to be a generik set up pokemon that punishes attackers and stall with leech seed.

A physica wall that can st up to sweep.

He's meant to be a troll with intimidate and volt switch combo with landorus.

Your main problem here is that you're using what looks to be a balance archetype, but without any set-up sweepers or breakers to capitalise on momentum. All well and good switching around with Landorus, Rotom and Manectric, but if they're just leading into each other or to a passive wall, you're not achieving a lot. Try to fit in a 'win condition' Pokemon that can come in on common Landorus or Manectric checks.

Some other things to consider:

  • If you use Scarf Landorus, go all the way and run Speed on it. Scarf shouldn't be tacked on to something just to make it fast -- you have to commit to the fast revenge killer role. Otherwise, commit to the standard pivot set that runs a similar spread to what you have.

  • Brick Break is weak coverage and has too much overlap with Earthquake to be useful. Replace with Hidden Power Ice and run Impish, as this lets you hit the plethora of Pokemon in the tier 4x weak to Ice. This is standard for Landorus.

  • Splitting defence EVs in half like on Rotom means it isn't truly good on either its physical or special side. Generally you are better off focusing on one defensive stat over the other. For Rotom-W, physical defence is considered the 'standard' investment, and suits this team better as it has Amoonguss.

  • Spore is a 100% necessary move for Amoonguss. It gives you free turns to do whatever you like, or shut down a threat. This is a great lead-in for a set-up sweeper (if you add one). Synthesis can be sacrificed as Amoonguss is supported well enough by Regenerator.

  • Missing info on Ferrothorn. If you decided to make Landorus a pivot (i.e. a SR setter), Ferrothorn can be replaced easily with a sweeper or wall breaker, as this Pokemon doesn't complement Amoonguss very well.

  • Non-Mega Slowbro isn't at an OU standard anymore, and it has overlap with Rotom in the Pokemon it beats. Patch a weakness with this slot -- run something with strong coverage, to make up for the overlap you still have between Pokemon like Manectric and Rotom.

  • Signal Beam is a weak attack and doesn't hit a whole lot. Thunderbolt can apply pressure to Psychic and Dark types too, and gets STAB and offers consistent Electric damage.

Would Blacephalon and Hawlucha work as a wall breaker and set up sweeper?
Blacephalon sounds good, since it's pretty well supported by its teammates in terms of weakness. It does amplify your lack of an answer for Dark though, but you can deal with that using the other slot.
Regarding that slot, Hawlucha's best set relies on the terrain seed items, so unless you're planning on adding one of the Tapu deities, it can't really perform at its peak. This change might be a bit drastic, but you could definitely pull it off if you switched Manectric with Tapu Koko, as this gives you a Dark check and a source of terrain for Unburden to activate on Hawlucha. See if you like how it plays though.
