But can the opponent beat those 3 pokemon with their 3 pokemon?
I think the difference between stall and offense is that stall users spend most of their turns switching, while offense users spend most of their turns attacking. You get 4 choices for attacks no matter what format you play, so offense teams tend to be good no matter the format. You can only switch to one of 2 Pokemon in BSS, compared to the 5 choices you get in a format like OU, so that's why I think stall is much, much worse in BSS than in OU.
