Please don't use HP Rock on Scizor. The correct play for Scizor against a Fire-type check is to switch out. Scizor has awful SpA and Hidden Power is a weak attack. HP Rock will achieve nothing. In case you don't buy that...

In general, avoid using moves that 'cover your weaknesses', as it's often put, unless you can guarantee they'll do sufficient damage to take out the target (and preferably, that your Pokemon will be faster than said target). In cases where you can't do this, it is almost always a good idea to use a move that covers your *offensive* weaknesses instead, not your defensive weaknesses. For example, Superpower is a popular move on Scizor because it breaks through the likes of Ferrothorn and Magnezone that wall its STABs.
