Short answer for sylveon:
Sylveon shouldn’t has two same type moves,and the Evs are quite weird.
Try this set:
Sylveon @ Leftovers
Ability: Pixilate  
EVs: 156 HP / 60 Def / 252 SpA  
Modest Nature  
IVs: 0 Atk  
- Hyper Voice  
- Calm Mind  
- Psyshock  
- Wish
It’s very simple, wish heals the user and also could baton-wish the other in-party pokemon, shadow ball will be replaced by Psyshock, seems that shadow ball won’t cover anything or what.
Why are those EVs better?
Why is that spread better than just running 252 HP/252 Def or 252 HP/252 SpA?

Ok, let me try to answer this.

Starting with Dragapult, I would try either a physical or a special set, and use Life Orb/Choice Specs.

Here’s a physical set:

Dragapult @ Life Orb
Ability: Infiltrator
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Phantom Force
- Psychic Fangs
- Dragon Dance
- Dragon Darts

Pretty basic set. The Life Orb is for extra power, and the recoil isn’t that bad. Infiltrator is to bypass the ever so common dual screens from Grimmsnarl/Klefki. 252 Attack and Speed + Jolly allow for high damage output and maximum speed. Phantom Force is the best Ghost STAB you’ll get on a physical set. Psychic Fangs is coverage, and it breaks down screens for your team. Dragon Dance is to boost your Speed and Attack, increasing its sweeping potential. Dragon Darts is STAB.

And a special variant:

Dragapult @ Choice Specs
Ability: Infiltrator
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Draco Meteor
- U-turn
- Shadow Ball
- Fire Blast

Choice Specs are to hit harder, and I prefer them to a Life Orb on a special set. Infiltrator is to, once again, ignore screens and the occasional Substitute. The EVs are the same as the physical one, just maxed out Special Attack over Attack. Timid lowers Attack and boosts speed. Draco Meteor is strong STAB, and even though it lowers Special Attack, you’ll be switching out a lot due to the Choice Specs anyway. U-Turn is for pivoting, and it works well with the Specs. Shadow Ball is STAB. Fire Blast nails Ferrothorn, but it can be replaced with Flamethrower if you’re worried about the accuracy.

Sylveon is fine, but it could be a bit better. I would try this set:

Sylveon @ Leftovers
Ability: Pixilate
EVs: 252 HP / 84 Def / 172 SpA
Bold / Modest Nature
IVs: 0 Atk
- Hyper Voice
- Mystical Fire
- Wish
- Protect

Sylveon’s Defense is pretty bad, so for this set I’m trying to make it decent. Leftovers are for gradual recovery. Pixilate gives an insane boost to Hyper Voice, making it stronger than Moonblast. The EVs make it bulky, while still being able to hit hard. I feel like Sylveon doesn’t quite need maxed out Special Attack, and I’d rather invest into its Defense. Bold is if you want it to be more defensive, and Modest is if you want to try to make up for the not maxed out Special Attack. Hyper Voice is STAB with Pixilate. Mystical Fire covers Steel types, and it lowers your opponent’s Special Attack, allowing it to take special hits even better than usual. Wish is for healing it/Wish passing, and Protect works well with Wish.

Alakazam and Kingdra look good.

Like NebbyY commented, I think Marowak should have Poltergeist as opposed to Shadow Bone. Poltergeist does more damage right off the bat, and I prefer the 25 more BP to the 20% chance of lowering Defense. The rest of the set looks good.

Mienshao looks good.

TBH, your dragapult is horrible (Sorry to say that), the evs, item, and move all confused me a lot, the evs lets it be out speed by others and don’t access to do much sweeping, and you should use other better item instead of Heavy-duty boots. Dragon dance don’t help either seems the other two move are all special and it’s lame defensive stat makes it do not stay for a long time.
You may try this set:

Dragapult @ Weakness Policy
Ability: Infiltrator
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Dragon Darts (High power, Stab)
- U-turn (For acceces switching)
- Sucker Punch (In case opponent is even more faster then use and you are running out of health)
- Phantom Force (Stab ghost type move, high power)
It got a lot of weakness so Weakness policy would helps a lot to do sweeping, the evs let it become more sweepier.


Sylveon

Why should Dragapult run weakness policy when it has terrible bulk? What does that specific EV spread on Sylveon do? Why should Marowak keep Shadow Bone over Poltergeist? What is the point of getting rid of the one move that Kingdra relies on to get crits in return for a move that does slightly more than Scald? Scope Lens isn't going to get crits 100% of the time. Why does the Weakness Policy user have U-turn?

But the dragapult in my experience, it actually works pretty well.
