I would run Choice Specs or a Life Orb on Dragapult.  Default usually doesn't need the Speed boost as its the second fastest Pokémon in OU.
Maybe toxic/ toxic spikes instead of baneful bunker on toxapex

Torkoal doesn't really fit on your team, since sun doesn't advantage your team. Maybe put spikes ferrothorn or defog corviknight instead, i guess?

Toxapex
Toxapex looks ok, but I’ll suggest Baneful Banker or Haze change to Toxic or Toxic Spikes seems that only scald will make damage and Toxapex has a poor Special Attack
Volcarona
Volcarona looks pretty nice, but perhaps add some Evs on Special Attack which make it more sweepier
Dragapult
Scarf was Unnessary, seems it was already very fast. A choice spes with a modest or timid nature was extremly strong. Otherwise it was pretty fine.
Clefable
Looks so fine besides that i think you should turn Knock off to Flamethower or other coverage moves, and in Evs you might want to add some SpA for it.
Hydreigon
Good,if you ask me. But as the other answer sayed, I suggest you use a Choice Spes one. And change roost to Flamthower or Dark Pulse.
Torkoal
What’s the point for having it? But it was still good but I suggest you change it to other pokemon. And besides, it was repeated type with Volcorna.

Scald is not for damaging. It has 30% chance of burning, and does some good damage to Earthquakers. I use Choice Specs already on Dragapult(forgot to edit that), so no need to run another Specs. As Fizz already told, its role is to break balances. I will replace Torkoal tho because many Rillaboom run High Horsepower.

Dragapult doesnt really need a choice scarf
I would put Kings Rock and use Beat Up on Dragapult, giving it a 60% flinch chance as it hits 6 times
Hydreigon is interesting
I would put Choice Specs on Hydreigon, because Hydreigon can't tank a super effective a dazzling gleam from an alakazam while ur trying to use nasty plot, and alakazam is pretty common in gen 8 OU.
would advise u not to run roost on Hydreigon, give it a flamethrower instead for coverage.

That's not how probability works -- you can't just add 10% for every attempt at a flinch. The chance is ~46% (you can check using a binomial probability calculator), and it gets worse with every Pokemon that is knocked out.
Hydreigon's matchup against Alakazam doesn't change if it has Specs. Your play in either scenario is to switch/sack. The Pokemon's role is to break down balance cores, not fight faster Pokemon, either way. Nasty Plot and Roost are very much standard on Hydreigon and you can see that in the usage stats. https://www.smogon.com/stats/2020-08/moveset/gen8ou-1825.txt
