It looks fine. I like that it's competitive, and not just a meme (although those can be fun too sometimes). However, it could be better imo.

Rayquaza - (I'm assuming this is mega btw, because there's no reason why it wouldn't be) Dragon Dance > Swords Dance because it also raises speed. Life Orb is usually preferred over Focus Sash because Mega Rayquaza has pretty good defense stats, and also Delta Stream removes Flying weaknesses. There's also no reason for Rayquaza to be Mild Nature unless you're running a mixed set (which you aren't). I think you should run Jolly instead, but it is a pain finding a whole new Rayquaza, so if you have to keep it I guess that's just how it goes. Also, Outrage isn't great because of Fairy Types, so you should probably run Dragon Claw or something instead. Iron Head is good coverage, but Extreme Speed can be better because of the +2 priority, so there's that to consider also.

Togekiss - For the EVs on Togekiss I can't tell if "spd" means Speed or Special Defense. For next time, generally Spe = speed and SpD = Special Defense. But anyways, 252 Speed is way better than 252 Special Defense for this set, since you can't flinch if you don't outspeed, so if it's not speed now you probably want to make it that. Also Timid > Modest because Togekiss is not that fast, so you need all the speed you can get if you want to run FlinchKiss. Also, Aura Sphere is pretty good coverage but imo Thunder Wave is better so you can outspeed + have a chance to make them not able to attack.

Kyogre - Seems mostly fine. If you're going to run a mixed Kyogre, though, you should probably get a Kyogre with Mild instead. Lowering attack isn't ideal, especially since you invested 128 Attack EVs.

Groudon - Earthquake and Precipice Blades is redundant, replace EQ with something else. Stealth Rock could be good, especially because you don't have a rocks setter on your team yet. (And also Primal Groudon is really tanky.) Mixed Groudon isn't that great imo, you might want to consider making it Jolly wth/ 252 Atk/252 Spe/4 Def and Rock Polish instead of Solar Beam + Fire Punch instead of Fire Blast.

Cresselia - I like the idea, but it seems like an awful lot of setup just to burn. I would probably go for a Will-O-Wisp user if you want to burn that badly. (It does miss a lot though.)

Lucario - Mixed Lucario can work, but running SD just for Extreme Speed doesn't sound very good. Jolly Lucario wth/ 252 Spe/252 Atk/4 Def and Swords Dance/Close Combat/Extreme Speed/Meteor Mash (Meteor Mash is an egg move. If it's too much of a bother to get, you can just replace it with something else.) might fit better on your team.
