Everyone's been posting their own RMTs about this so why not.

Incineroar @ Assault Vest
Ability: Intimidate
EVs: 252 HP / 16 Atk / 164 Def / 76 SpD
Impish Nature
- Fake Out
- Flare Blitz
- Snarl
- U-Turn

The defense investment allows me to live a Surging Strikes from Rapid-Style
The special investment gives me a 43.8% chance to survive a Hydro Cannon from Primarina

I don't think the above will be too relevant and so I'll probably have to rethink the EVs.

Edit: New EVs:
Incineroar @ Figy Berry
Ability: Intimidate
252 HP/124 Def/96 Sp. Atk/36 SpD
Relaxed Nature
-Fake Out
-Burning Jealousy
-Parting Shot
-Snarl
The special defense is still for primarina, but since I don't have vest I have to run on calcs for Liquid Voice Hyper Voice since Hydro Cannon OHKOs me no matter what. And also the defense is for galarian zapdos at +1 because of defiant. I also found that burning jealousy is a nice move since it prevents setup and hits both enemies.

Garchomp @ Life Orb
Ability: Rough Skin
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Protect
- Dragon Claw
- Fire Fang
- Stomping Tantrum

It's a sweeper. What do you expect.

Edit: It's rock slide now, much more useful than fire fang

Riolu @ Focus Sash
Ability: Prankster
EVs: 252 HP / 4 Atk / 252 Spe
Jolly Nature
- Quick Guard
- Follow Me
- Coaching
- Copycat

Will die to literally anything anyways so max health and speed investment.
Yes, I know I just contradicted my self.

Edit:Follow me is illegal so detect it is

Tornadus @ Sitrus Berry
Ability: Prankster
EVs: 188 Def / 68 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Tailwind
- Taunt
- Air Slash
- Protect

Defense investment allows me to live literally anything from Cinderace

Urshifu @ Black Glasses
Ability: Unseen Fist
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Wicked Blow
- Close Combat
- Sucker Punch
- Detect

It's a cleaner. What do you expect.

Milotic @ Leftovers
Ability: Competitive
EVs: 204 HP / 200 SpA / 104 Spe
Modest Nature
IVs: 0 Atk
- Recover
- Protect
- Ice Beam
- Muddy Water

Health investment allows me to live a wild charge from Thundurus
Speed investment allows me to outspeed T-Tar

Explanations:
My team started with Garchomp and Togekiss. After a bit of playtesting I realized that Garchomp really struggled to do enough damage to KO most mons, and the double intimidate core of Landorus-T with Incineroar didn't help either. Thus, I used riolu with coaching to help counter that. Quick Guard was nice against prankster taunts and fake outs, follow me was really nice against Tapu Lele who often maxed into Starfall, and finally Copycat to hopefully get a priority move to revenge kill.
Also Fire Fang on Garchomp is for Celesteela.

Garchomp really struggled against faster mons, namely Tapu Koko and Dragapult, as well as common scarfed mons such as Non-sand rush Dracovish(not to mention sand rush vish), Tapu Bulu, and opposing Garchomps. And so I brought Tornadus on to the team for tailwind support. It's honestly just a better version of Whimsicott(which I'll probably use in-game if I can't get Tornadus). It's a pretty standard set other than protect to avoid fake outs.

Milotic was nice because of that dual intimidate core I mentioned earlier. Riolu could stand it's ground against just one, but both were still able to absolutely destroy Garchomp's damage output. And thus I brought Milotic with it's ability competiteve. Am considering icy wind for further speed support.

I know I'm a hypocrite for complaining about intimidate users and then bringing one, but since about 99% of the metagame are physical attackers, I really need incineroar to help with reducing damage. I'm considering a parting shot variant but I really enjoy the extra special bulk from incineroar, however, since my EVs are still pretty bad for Incineroar I'll likely end up running it.

Finally, my lategame really struggled since I had no good attacking mons in the back for the lategame, so I used Urshifu. It's a standard set that I wish I could run sash on with the return of the Tapus, but Riolu has it. On top of that, Life Orb was taken and I'm really not a fan of choice items, especially not in doubles, I ended up using Black Glasses since two of my moves are dark type.

New pokemon:
a.) Replacing Milotic with Zapdos-Galarian because it's better w/ defiant
Zapdos-Galar @ Lum Berry
Ability: Defiant
Level: 50
EVs: 84 Atk / 72 Def / 132 SpD/ 220 Spe
Admant Nature
- Thunderous Kick
- Stomping Tantrum
- Detect
- Stomping Tantrum

Defense is for Metagross
Special is for articuno-galar
Speed is for Tapu Lele

b.) Since I didn't want typing overlap I went Cinderace over Urshifu
Cinderace @ Expert Belt
Ability: Libero
Level: 50
Gigantamax: Yes
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Pyro Ball
- Gunk Shot
- Sucker Punch
- High Jump Kick

I have suffered long enough here is pokepaste: Pokepaste

remove copycat from riolu its really weak with that attack and this is from experience the last time a copycat a giga impact i would recommend quick attack instead as it can finish focus sash but do not use it on ghost types as they are immune to this attack and all normal moves like quick attack or use protect and give your opponent a status condition then alternate protect and detect till your opponent faints or just run a justified lucario
Riolu is a support pokemon. Also, I don't think a protect-detect spam work, it counts up the same fail rate. Copycat can copy powerful moves, like a prankster fishous rend. Prankster gives priority too, so quick attack isn't as good. If you wanted to toxic stall(which is horrible I'm vgc, games end in like 10 turns) you would be using something else.
If I did use a reliable priority move I'd rather use bullet punch because it has no immunities. Also riolu's only purpose in life is to get coaching's off so there's no point in using protect since it'd be more beneficial to just use coaching or follow me that turn.

ALSO WHY DOES EVERYBODY THINK STALLING IN VGC IS A GOOD IDEA
Riolu doesn't get follow me in Gen 8.

This answer is really short, would you like me to convert it to a comment?
Short answers are generally fine but i converted this one on the basis of being not super well thought out
