I’ll be honest, I don’t have a clue what I’m looking at. A weird item, weird EV spread, weird moves, no Nature… you need a change. Use V-Create and Bolt Strike for two ridiculously powerful moves that allow Victini to demolish a lot of threats with a Scarf. Credit to Smogon for this set:

Moltres
Heavy-Duty Boots are an absolute must when a Defogger is that weak to Stealth Rock. Mystical Fire is better than Flame Charge so you can weaken special attackers, or Fire Blast for sheer power. Roar is weird, you should use Scorching Sands for coverage and to help against Rock types (though why you would stay in on those is beyond me). You may also try a Bold Nature, so Moltres is more defensive.
