Usually you'll want to go with -SDef instead of -Def. Defense is needed for priority.

Also, thinking your EVs are off. I never see a 252 EV in LC. Make sure these guys are level 5.

Finally (for now) Oran Berry and Eviolite top out of Leftovers, which only nets you one to two HP gain per turn.

Vacuum Wave is much less common than Mach Punch and Quick Attack and Bullet Punch and Aqua Jet and Extremespeed and Sucker Punch and Ice Shard and Shadow Sneak and Fake Out. All of them combined see so much use, Vacuum Wave can be forgotten sometimes to even be a move.

Okay, so Larvitar isn't the best lead. Stealth Rock is going to be important to your team if you want to make good use of Cyndaquil. While normally I suggest Dwebble (who is an awesome Pokemon), for this one I am going to suggest Pineco.

Pineco (M) @ Evolution Stone
Trait: Sturdy
EVs: 196 HP / 196 Def / 76 SDef
Impish Nature (+Def, -SAtk)
- Stealth Rock
- Spikes
- Rapid Spin
- Bug Bite

Stealth Rock and Spikes make things much more difficult for Houndour and Litwick, as well as any other Flash Fire users you find yourself up against. Rapid Spin protects you from Entry Hazards, which make things difficult especially for Cyndaquil.

You could use Axew over Bagon, due to Axew having better offensive stats. Trade-off is a poorer movepool, but I think it worth it.
